I learned this the hard way after spending three hours running around Territory 3 looking for a Gargwa Bone when it turned out Gargwa had never spawned there because the population requirements hadn't been met. Nergigante shows up when you complete certain central quests. These aren't tracked by population mechanics the same way regular monsters are.
