Specifically, the workshop segments between missions in Chapter 4 and Chapter 6 had the best return for the time invested. I spent about forty-five minutes in those workshops on my third playthrough and finally had enough Scrap to max out all weapons. It's not difficult, it's just time-consuming. Budget an extra two to three hours if you want to be thorough.
The Railgun Trophy
There's a specific trophy tied to the railgun weapon. You need to acquire it and upgrade it to at least level two. The railgun is available after a certain point in the story — it appears in Chapter 3. Some players miss it entirely because they don't explore the side areas around the mission hubs. Once you have it, just farm a couple more upgrades from any Black Market dealer. This one is easy if you remember to check the side rooms.
