Adolescents’ worldviews are also influenced by encounters with law enforcement while traveling to school and during school hours. Shedd tracks the rise of metal detectors, surveillance cameras, and pat-downs at certain Chicago schools. Along with police procedures like stop-and-frisk, these prison-like practices lead to distrust of authority and feelings of powerlessness among the adolescents who experience mistreatment either firsthand or vicariously. Shedd finds that the racial composition of the student body profoundly shapes students’ perceptions of injustice. The more diverse a school is, the more likely its students of color will recognize whether they are subject to discriminatory treatment. By contrast, African American and Hispanic youth whose schools and neighborhoods are both highly segregated and highly policed are less likely to understand their individual and group disadvantage due to their lack of exposure to youth of differing backgrounds. |

Deputy Hoeben was sitting in a classroom during a training session. The instructor was interrupted by a command officer and was instructed to turn on the large-screen television a news alert. The timing was perfect. The class of twenty-eight sheriff's deputies witnessed the second airliner crash into the southern tower. This officer was a veteran deputy and too old to enlist in the military. Therefore, he searched for another way to serve. Deputy Hoeben found a way. The State Department of the United States had a program for police officers if they could qualify. The new democracy of Iraq needed policemen trained under a new constitution, and the US government decided to use experienced US police officers to do so. It would take extensive background checks, physical and psychological examinations to qualify to be given the opportunity to try out for the program. The candidates had to qualify in physical fitness, self-defense, and with several different firearms. If the candidates made it through qualifications, they were sent to training given by the State Department and the US military then to Iraq. Deputy Hoeben passed all phases with flying colors. Shane finished his training and was shipped to Iraq to serve one year as a field adviser to the Iraq police officers. This is his story. |

Jimmy Flores and Paddy O’Halloran, friends and scholarship track athletes, saw the first glimmers of a world beyond their college graduation, scheduled for later that morning on the Loyola campus several miles behind their rapid footsteps along the Lake Shore Trail. In the next ten years, a period beginning with Eugene ‘Bull’ Connor unleashing fire hoses and police dogs on demonstrators protesting segregation in Birmingham, Alabama, and ending with the resignation of Richard Nixon, Chicago and America went through enormous turmoil and profound changes. My novel, ‘Footsteps at Dawn’ interweaves the careers and fortunes of my two heroes during that period with those of Chicago, and by extension, our country. Skogan, 2023 This book examines the role of stop & frisk as one of America's predominant crime control strategies. In the past, policing focused on responding to crimes in progress or (more often) already committed. Beginning in the mid-1990s, American policing moved toward proactive strategies for deterring crime from occurring in the first place. Crime in the United States was dropping, and police leaders claimed responsibility for this success. However, but during the 2010s violent crime began to swing upward again. Police now had responsibility for crime, and this led almost inevitably to more heavily targeted and aggressive police tactics. In theory, stop & frisk promotes deterrence in two ways, by increasing offender's risk of being caught and punished, and by discouraging the general public from even considering offending in the first place. In law, stop & frisk was validated by the Supreme Court as a reasonable compromise between the personal freedoms of Americans and the risks presented by an increasing armed and crime-ridden society. Officers could frisk an individual for a weapon even without the t traditional requirement that there was probable cause to think they had committed a crime. This book takes a third focus, stop & frisk in actual practice. It examines its origins as Chicago's predominant strategy for responding to the turnaround in violent crime. The story includes the political agendas of two mayors and four chiefs of police. Further chapters examined how stop & frisk played itself out on the streets of Chicago, and its impact on public opinion. In The Republic, Plato spoke favorably about the guardians of the republic; they should be trusted to behave and perform their duties appropriately without oversight. Half a millennium later, the Roman satirist, Juvenal, proposed that men who feared their wives’ infidelity could neither trust them nor the guardians who guarded them. Similarly, James Madison opposed oppression through blind trust and, thus, conceptualized Madisonian Democracy. Quis custodiet ipsos custodies? Who will guard the guardians? In an era of conflict with America’s police and the communities they serve, today’s publicly expressed attitudes toward law enforcement often reflect Socrates’ dilemma and the concerns of Juvenal more than that of Plato’s tributes. Contemporary debates concerning the increase in violent crime and the need for fundamental changes to American policing reached a new intensity and stalemate with the death of George Floyd in Minneapolis in May 2020. Police officers shot and killed 999 people in 2019 and 1021 people in 2020 in the United States. 2020 was also one of the deadliest years for law enforcement, with 264 officers killed, the highest since 1974. In the first six months of 2021, 523 civilians were shot and killed by officers. Numerous active and former police officers face criminal charges for the January 6 United States Capitol Attack in Washington, DC, in 2021. Many current and former employees of the U.S. Border Patrol were discovered to be members of a Facebook group that posted racist and anti-immigration content. Sixty current members were found to have committed misconduct by posting “explicit and violent messages” mocking migrants and threatening lawmakers on the site. Communities are now hiring civilians to high positions in the police department’s command staff, justifying the need to improve deteriorating community relations. For the first time in its 27 years of measuring confidence in the police in the United States, Gallup found that most American adults do not trust law enforcement. This book investigates and exposes the complex challenges facing law enforcement leaders and government officials with police reform, policies and standards, police accreditation, and police legitimacy in the eyes of the community. Through informative and educational discussions with law enforcement leaders from various agencies, professional police organizations, and academic researchers, the book qualitatively evaluates individual autonomy, organizational culture, and political environments, which influence strategic decisions made on policy and reform efforts by law enforcement officials in the United States within the milieu of national police accreditation. |
