This book discusses the challenges before the nation's mathematical sciences community to focus its energy on the improvement of middle grades mathematics education and to begin an ongoing national dialogue on middle grades mathematics education.

blue valley board of education: School Finance and Education Equity Bruce D. Baker, 2022-10-18 This inspiring account of bipartisan political success delivers an expert breakdown of how and why Kansas—a politically conservative state—was able to craft a stable, balanced, and equitable system of funding for its public schools. Beyond a chronicle of one state’s achievements, School Finance and Education Equity provides invaluable policy guidance and lays out a blueprint that other states can use to strengthen their own public education systems. Readers are given an insider’s tour of the Kansas story by Bruce D. Baker, an academic researcher and expert witness in school finance litigation. With more than two decades of involvement with the state, Baker combines historical background, legal analysis, and political and economic contextual data—along with a gleaming wit—to present a thorough, enlightening narrative of Kansas’s K–12 funding journey. As Baker points out, other states can find much to learn here. He shows that, when it comes to school finance, Kansas serves as an exemplar in aligning resources to meet the promises of its constitution. State leaders rejected the pervasive notion that money doesn’t matter in education, and they gathered the data to prove that it does. Baker emphasizes that this kind of slow and steady success hinges on the ability of stakeholders to remain involved over time. Continuity is vitally important. Baker’s account highlights how persistence can overcome opposition, continuity can aid reform, and incremental gains can lead to big change. In an era of national ideological polarization and political and economic volatility, the lessons from Kansas are especially illuminating.

blue valley board of education: Take Up the Black Man's Burden Charles Edward Coulter, 2006 Unlike many cities farther north, Kansas City, Missouri-along with its sister city in Kansas-had a significant African American population by the midnineteenth century and also served as a way station for those migrating north or west. Take Up the Black Man's Burden focuses on the people and institutions that shaped the city's black communities from the end of the Civil War until the outbreak of World War II, blending rich historical research with first-person accounts that allow participants in this historical drama to tell their own stories of struggle and accomplishment. Charles E. Coulter opens up the world of the African American community in its formative years, making creative use of such sources as census data, black newspapers, and Urban League records. His account covers social interaction, employment, cultural institutions, housing, and everyday lives within the context of Kansas City's overall development, placing a special emphasis on the years 1919 to 1939 to probe the harsh reality of the Depression for Kansas City blacks-a time when many of the community's major players also rose to prominence. Take Up the Black Man's Burden is a rich testament not only of high-profile individuals such as publisher Chester A. Franklin, activists Ida M. Becks and Josephine Silone Yates, and state legislator L. Amasa Knox but also of ordinary laborers in the stockyards, domestics in white homes, and railroad porters. It tells how various elements of the population worked together to build schools, churches, social clubs, hospitals, the Paseo YMCA/YWCA, and other institutions that made African American life richer. It also documents the place of jazz and baseball, for which the community was so well known, as well as movie houses, amusement parks, and other forms of leisure. While recognizing that segregation and discrimination shaped their reality, Coulter moves beyond race relations to emphasize the enabling aspects of African Americans' lives and show how people defined and created their world. As the first extensive treatment of black history in Kansas City, Take Up the Black Man's Burden is an exceptional account of minority achievement in America's crossroads. By showing how African Americans saw themselves in their own world, it gives readers a genuine feel for the richness of black life during the interwar years of the twentieth century.

blue valley board of education: Ways and Means for Children and Families National League of Cities, 1991 This guide reviews resources local officials can use to improve institutional services for children and families, and offers procedural advice. Chapter 1 examines the role of municipal government in providing human services and identifies two roles local government has in delivering these services: broker and administrator. Chapter 2 examines major federal programs that local officials can tap to fund local programs for families and children. Chapter 3 reviews the range of state sources of support for programs affecting children and families. Chapter 4 describes the role of private funding for local programs, demonstrating ways in which city officials can act as brokers with private funders in order to secure resources for funding and improve human services delivery. Chapter 5 describes the municipality as a service provider and its residents as customers. The chapter also reviews ways in which cities and towns can satisfy customers without spending money. Chapter 6 examines ways municipalities can generate funding by reorganizing budgets and generating revenues. Chapter 7 describes the administrative structure needed if city halls are to raise funds for families and children. The chapter includes a section on ways to make and maintain contacts with potential funders and a guide to writing a grant proposal. Appendices provide ideas and resources for specific programs and projects and suggestions for reading and contacts. (RH)

blue valley board of education: Creating the Suburban School Advantage John L. Rury, 2020-04-15 Creating the Suburban School Advantage explains how American suburban school districts gained a competitive edge over their urban counterparts. John L. Rury provides a national overview of the process, focusing on the period between 1950 and 1980, and presents a detailed study of metropolitan Kansas City, a region representative of trends elsewhere. While big-city districts once were widely seen as superior and attracted families seeking the best educational opportunities for their children, suburban school systems grew rapidly in the post–World War II era as middle-class and more affluent families moved to those communities. As Rury relates, at the same time, economically dislocated African Americans migrated from the South to center-city neighborhoods, testing the capacity of urban institutions. As demographic trends drove this urban-suburban divide, a suburban ethos of localism contributed to the socioeconomic exclusion that became a hallmark of outlying school systems. School districts located wholly or partly within the municipal boundaries of Kansas City, Missouri, make for revealing cases that illuminate our understanding of these national patterns. As Rury demonstrates, struggles to achieve greater educational equity and desegregation in urban centers contributed to so-called white flight and what Senator Daniel Patrick Moynihan considered to be a crisis of urban education in 1965. Despite the often valiant efforts made to serve inner city children and bolster urban school districts, this exodus, Rury cogently argues, created a new metropolitan educational hierarchy—a mirror image of the urban-centric model that had prevailed before World War II. The stubborn perception that suburban schools are superior, based on test scores and budgets, has persisted into the twenty-first century and instantiates today's metropolitan landscape of social, economic, and educational inequality.
blue valley board of education: Public Policy and the Two States of Kansas H. George Frederickson, 1994 The authors survey general revenue and demographic issues and then analyze the five policy areas--education, corrections, transportation, welfare, and health--that consume 84.3% of the state budget and that, in terms of both cost and controversy, rank highest on the state's policy agenda. Emerging from this analysis is the disturbing consensus that Kansas is an increasingly divided state: one urban, younger, and wealthier; the other rural, older, and poorer.
blue valley board of education: Controversial Books in K–12 Classrooms and Libraries Randy Bobbitt, 2019-10-04 Controversial Books in K–12 Classrooms and Libraries: Challenged, Censored, and Banned analyzes the history of controversy surrounding assigned reading in K-12 classrooms and books available in school libraries. Randy Bobbitt outlines the history of book banning and controversy in the United States, stemming from 1950s conservative Cold War values of patriotism and respect for authority and ramping up through the 1960s and onward as media coverage and parental intervention into the inner workings of schools increased. The author claims that sensitive topics, including sexuality, suicide, and drug use, do not automatically imply the glorification of deviant behavior, but can be used constructively to educate students about the reality of life. Bobbitt argues that in an effort to shield children from the dangers of controversial issues, parents and administrators are depriving them of the ability to discover and debate values that are inconsistent with their own and those around them, teaching instead that avoidance of different viewpoints is the solution. Scholars of education, communication, literature, and policy will find this book especially useful.
