Proponents on each side of the current debate offer evidence suggesting the accuracy of their respective positions. One view holds: The fight is over. The battle is won. Women are now accepted as outside directors in the preponderance of corporate boardrooms (Lear, 1994: 10). An alternative perspective, however, suggests there is much progress left. An illustration of the type of remaining barriers is provided by T. J. Rodgers, chief executive officer (CEO) of Cypress Semiconductor Corp. , who has commented that a 'woman's view' on how to run our semiconductor company does not help us (Rodgers, 1996: 14). Regardless of where one falls along the spectrum anchored at one end by the view that women have made substantial progress in reaching the upper echelons of corporations and anchored at the other end by the view that women have barely begun to penetrate the inner sanctum of corporations, the central issue is the extent to which women have succeeded in cracking the proverbial glass ceiling. The glass ceiling is a metaphorical barrier which prevents women from attaining the upper-most organizational positions (e. g. , Karr, 1991; Morrison, White, Van Velsor, and the Center for Creative Leadership, 1992; Powell & Butterfield, 1994; U. This report examines the state of high school student assessment and reviews standards and accountability strategies. It reports on the policies, programs, and initiatives in all provincial ministries or departments of education and a sample of school boards across the country. Data were derived from a telephone survey of departmental/ministerial representatives from all 10 provinces and the 2 territories and from a questionnaire that was mailed to 279 school boards. A total of 140 boards responded, a 50 percent response rate. Data show that both boards and ministries are putting more emphasis on the development of comprehensive policies to cover all aspects of student evaluation. There is some movement away from relying on paper-and-pencil testing as the sole means of evaluation; the use of more authentic, performance-based approaches and a greater variety of assessment techniques are being promoted. Some of the best practices in high school evaluation involve use of a broad range of assessment methods; introduction of or improvements to provincial examinations; greater use of summative and formative evaluations; greater emphasis on modifying evaluation for special-needs students; use of performance-based assessment; and more reporting to parents and the public. Did they achieve any degree of success that would allow for real and lasting equality? What were the politics of the pursuit of corporate gender equality across the 15 countries? What worked and did not work and why? What are the lessons to be drawn from these experiences? The findings of the book show that policy implementation does matter, but that in this last bastion of male domination, policies have had more success in increasing women's numbers over challenging gender-biased norms that block women of all cultural and socio-economic backgrounds from gaining real power on boards. The path-breaking study shows that the reasons for this slow change are highly complex and case specific, in the details of each policy mix. While progress has been slow in coming, it has still been made even in these challenging times. Future policy success, the book concludes, is in the hands of men and women willing to come forward to overcome these well entrenched obstacles. |
