In this cluster-randomized controlled trial, we tested the effects of adding a morning snack to a school lunch program on the fluid intelligence of 951 children ages 4 to 6 years. While there were no significant effects on development overall, the morning snack improved short-term memory (STM) and total score on the Wechsler Preschool and Primary Scale of Intelligence, Fourth Edition (WPPSI-IV) among children from the lowest quartile of household expenditures (STM: 0.35SD, p = 0.020; WPPSI-IV: 0.65SD, p = 0.087), and those whose mothers completed secondary school or less (STM: 0.35SD, p = 0.002; total WPPSI-IV: 0.81SD, p = 0.011). For at risk preschoolers, school snack programs may help meet their developmental needs. |

Other countries have shown more success at lessening the effects of inequality on mobility—possibly by making public investments in education, health, and family well-being that offset the private advantages of the wealthy. What can the United States learn from these other countries about how to provide children from disadvantaged backgrounds an equal chance in life? Making comparisons across ten countries, Persistence, Privilege, and Parenting brings together a team of eminent international scholars to examine why advantage and disadvantage persist across generations. The book sheds light on how the social and economic mobility of children differs within and across countries and the impact private family resources, public policies, and social institutions may have on mobility. In what ways do parents pass advantage or disadvantage on to their children? South Asian countries have made considerable progress in expanding access to primary and secondary schooling, with countries having achieved near-universal enrollment of the primary-school-age cohort (ages 6†“11), except for Afghanistan and Pakistan. Secondary enrollment shows an upward trend as well. Beyond school, many more people have access to skilling opportunities and higher education today. Although governments have consistently pursued policies to expand access, a prominent feature of the region has been the role played by nonstate actors—private nonprofit and forprofit entities—in expanding access at every level of education. Though learning levels remain low, countries in the region have shown a strong commitment to improving learning. All countries in South Asia have taken the first step, which is to assess learning outcomes regularly. Since 2010, there has been a rapid increase in the number of large-scale student learning assessments conducted in the region. But to use the findings of these assessments to improve schooling, countries must build their capacity to design assessments and analyze and use findings to inform policy. |

Friedman, 2010-07-12 This is an exposé detailing New York City Mayor Michael Bloomberg ́s education and construction policies between 2002 and 2009 inclusive. It covers all major education issues: schools chancellor, school budget, grading of the schools, reducing class sizes, small, charter and culturally themed schools, standardized testing, school safety, overcrowding and mayoral control; and all major real estate development issues: rezoning, ULURP, self-certification, various fatal construction accidents and disasters, affordable housing, lack of construction, law enforcement, and the large projects that characterized the administration. This book features a list of abbreviations and a comprehensive index in the back. A page of the Introduction, p. 11, is crucial for understanding references made throughout the book. Therefore, it is reproduced below: “Making himself available to parents. The mayor performed the important tasks of negotiating with the unions, securing funding from the higher powers and making public relations appearances when there was good news to report. I have observed that there were three recurring themes in Mr. Bloomberg ́s modus operandi in both Education and Real Estate Development: Theme 1: He was overly optimistic. As his various education initiatives and construction projects progressed, he routinely threw around and changed numbers on standardized test scores, graduation rates, school openings, school crime rates, construction costs, creation of jobs and affordable housing units, among others, and sometimes even distorted facts outright. Theme 2: Time after time, Mr. Bloomberg asked for input from the community, or purported to, on new school openings and on construction of schools and other projects, but usually ended up hiring his cronies and ignored the community ́s wishes. Theme 3: He took advantage of legal loopholes or skirted around the law to forge ahead with his agendum. His agendum was to acquire power. Why else did he take control of the schools and overturn term limits? It was not for the money. In November 2009, Mr. Bloomberg won his third-term election bid by a narrow margin, mostly because he was still viewed as a stronger candidate than the opposing one. His power and popularity were waning, however, rocked by various investigations in recent years, including a slush-fund scandal, and corruption and sloppiness in construction that led to fatal accidents that resulted in the termination of decades-long unethical practices. Further, he was accused of being involved in various conflicts of interest and of being hypocritical on environmental and health issues. Two farmyard clichés and one generic cliché also aptly describe many occurrences during the Bloomberg administration between 2002 and 2009: Cliché 1: “Just another case of the fox guarding the henhouse” Cliché 2: “Closing the barn door after the horses have already fled” Cliché 3: “Do as I say, not as I do” The above themes and clichés are so common in my text, that I refer to their generic names; i.e., I will use the blog style, for example, “File under Theme 1” or “File under Cliché 2” when providing evidence of same. Smeeding, 2012-05-01 Does economic inequality in one generation lead to inequality of opportunity in the next? In From Parents to Children, an esteemed international group of scholars investigates this question using data from ten countries with differing levels of inequality. The book compares whether and how parents' resources transmit advantage to their children at different stages of development and sheds light on the structural differences among countries that may influence intergenerational mobility. How and why is economic mobility higher in some countries than in others? The contributors find that inequality in mobility-relevant skills emerges early in childhood in all of the countries studied. Bruce Bradbury and his coauthors focus on learning readiness among young children and show that as early as age five, large disparities in cognitive and other mobility-relevant skills develop between low- and high-income kids, particularly in the United States and the United Kingdom. Such disparities may be mitigated by investments in early childhood education, as Christelle Dumas and Arnaud Lefranc demonstrate. They find that universal pre-school education in France lessens the negative effect of low parental SES and gives low-income children a greater shot at social mobility. Katherine Magnuson, Jane Waldfogel, and Elizabeth Washbrook find that income-based gaps in cognitive achievement in the United States and the United Kingdom widen as children reach adolescence. Robert Haveman and his coauthors show that the effect of parental income on test scores increases as children age; and in both the United States and Canada, having parents with a higher income betters the chances that a child will enroll in college. As economic inequality in the United States continues to rise, the national policy conversation will not only need to address the devastating effects of rising inequality in this generation but also the potential consequences of the decline in mobility from one generation to the next.
