Their motivation are diverse. Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve. |

When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? World Development Report 2017: Governance and the Law addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. It does so by examining the case of Zambia, where people identify themselves either as members of one of the country's seventy-three tribes or as members of one of its four principal language groups. The book accounts for the conditions under which Zambian political competition revolves around tribal differences and under which it revolves around language group differences. Drawing on a simple model of identity choice, it shows that the answer depends on whether the country operates under single-party or multi-party rule. During periods of single-party rule, tribal identities serve as the axis of electoral mobilization and self-identification; during periods of multi-party rule, broader language group identities play this role. The book thus demonstrates how formal institutional rules determine the kinds of social cleavages that matter in politics. |

Although power has been a core concept of IRT for a long time, the faces and mechanisms of power as it relates to Chinese foreign policymaking has changed the contours of that debate. The rise of China and other powers across the global political arena sparks a new visibility for different kinds of encounters between states, particularly between China and other Global South states. These encounters are more visible to IR scholars because of the increasing influence that rising powers have in the international system. This book shows that foreign policy encounters between rising powers and Global South states do not necessarily exhibit the same logics, behaviors, or investment strategies of Euro-American hegemons. Instead, they have distinctive features that require new theoretical frameworks for analysis. Shaping the Future of Power probes the types of power mechanisms that build, diffuse, and project China’s power in Africa. One must take into account the processes of knowledge production, social capital formation, and skills transfers that Chinese foreign policy directs toward African states to fully understand China’s power-building mechanisms. In doing so, Rhodesia became the exception, if not anathema, to the policies and practices of the end of empire. In Unpopular Sovereignty, Luise White shows that the exception that was Rhodesian independence did not, in fact, make the state that different from new nations elsewhere in Africa: indeed, this history of Rhodesian political practices reveals some of the commonalities of mid-twentieth-century thinking about place and race and how much government should link the two. White locates Rhodesia’s independence in the era of decolonization in Africa, a time of great intellectual ferment in ideas about race, citizenship, and freedom. She shows that racists and reactionaries were just as concerned with questions of sovereignty and legitimacy as African nationalists were and took special care to design voter qualifications that could preserve their version of legal statecraft. brian s currey political affiliation: Building from the Rubble Sachikonye, Lloyd, Raftopoulos, Brian, 2018-09-24 Building from the Rubble is the latest volume to trace the history of Zimbabwe’s labour movement, following Keep on Knocking (1997) and Striking Back (2001). Even though it focuses on the period between 2000-2017, the analysis reviews the changes in trade unionism throughout the post-colonial era. For much of this period, the unions faced massive challenges, including state violence and repression, funding limitations, splits, factionalism, and problems of organising at factory level. Perhaps the greatest challenge was the massive structural change in the economy. Deindustrialisation and the informalisation of work decimated the potential membership of the unions and redefined the trajectory of the movement. The growing precarity of work and the loss of formal employment placed the future of trade unions in great jeopardy. Notwithstanding these challenges, the importance of the labour movement continued to resonate with workers. The editors conclude that the unions needs to reconnect with their social base at the workplace, and rebuild structures and alliances in the informal economy, the rural sector, and with residents’ associations and social media movements. ‘This’ they write ‘is a critical post-Mugabe agenda that should be seized by the labour movement at all levels, from shop-floor to district, regional and national spaces. |
brian s currey political affiliation: The Political Logic of Cultural Revival Amanda Lea Robinson, 2024-11-04 Since 2008, prominent members of the Lhomwe ethnic group - a large but politically marginalized community in Malawi - have waged an aggressive campaign to revive their lost cultural heritage, including their language, names, foods, and dances. Existing research has linked such processes of “inventing tradition” to the strategic actions of political elites who benefit from mobilizing members of marginalized ethnic communities for political ends. Yet, because existing research has focused primarily on elite incentives, we know less about how such elite-led efforts translate into lasting cultural change and active political support among regular people. The Political Logic of Cultural Revival, through an in-depth study of the Lhomwe revival, argues that political elites invest in such revivals when doing so will bear political returns via increased ethnic visibility. Ethnopolitical leaders benefit from having the identity of their group members easily visible to others, because such visibility ties those individuals' fate to that of the larger group. Elite-led cultural revivals serve as a powerful tool for reifying distinctive group characteristics and incentivizing the adoption of related ethnic markers by (1) engendering demand for cultural distinctiveness by stoking group-based pride and (2) supplying the means to achieve it through explicit cultural instruction. Using a plethora of original data sources, The Political Logic of Cultural Revival provides a deep description of the (re)invention of a lost culture, as well as a general theory about how ethnic visibility is related to the practice of ethnic politics. It commences with an overall assessment of the (lack of) progress made from 1990 to 2010, exploring positive developments with reasons for caution. brian s currey political affiliation: Excavation of Two Anasazi Sites in Southern Utah , 1981 The two reports published here contain elements which contribute substantially to this broader spectrum of Southwestern cultural change. While primarily descriptive in nature, these two site reports, one from the western Kayenta area and one from the margin of the Mesa Verde area and the eastern Kayenta, suggest that the changes which occurred in the more centralized portions of these regions were directly related to what happened on the margins. That, while the site densities and population aggregates may not have been as high, the same factors affected these marginal areas. That conclusion could be expected, but what may not be expected is the differential response which appears to have occurred. After reading these two reports, it appears that it may be possible to discern elements of change in these fringe areas that, once defined, will provide new insight into what happened and why and in what are presently the better known areas of the Southwest. These two papers are important, in sum, not only because they are reports of work in poorly known areas, but because they do provide analyses of fringe areas, they help us to understand the Southwest generally--From preliminary introduction. |
