This book shows that this is not the case. Examining votes in the US Congress and several European parliaments, the book demonstrates that contestation over foreign affairs is barely different from contestation over domestic politics. Analyses of a new collection of deployment votes, of party manifestos, and of expert survey data show that political parties differ systematically over foreign policy and military interventions in particular. The left/right divide is the best guide to the pattern of party-political contestation: support is weakest at the far left of the spectrum and increases as one moves along the left/right axis to green, social democratic, liberal and conservative parties; amongst parties of the far right, support is again weaker than amongst parties of the centre. An analysis of parliamentary debates in Canada, Germany, and the United Kingdom about the interventions in Afghanistan and against Daesh in Iraq and Syria shows that political parties also differ systematically in how they frame the use of force abroad. For example, parties on the right tend to frame their country's participation in the US-led missions in terms of national security and national interests whereas parties on the left tend to engage in 'spiral model thinking', i.e. they critically reflect on the unintended consequences of the use of force in fuelling the conflicts with the Taliban and Daesh. |

Ostrow, 2000 One dilemma facing new or newly independent states, such as those of the former Soviet Union, is how to design effective legislatures when political parties are weak and fragmented or even nonexistent. In this book, Joel M. Ostrow develops a comparative institutional framework to explain marked differences in behavior across three post-Soviet legislatures: the Russian Supreme Soviet, the Russian State Duma, and the Estonian legislature. He argues that these differences in ability to manage political conflict can be explained in large measure by the design of the legislatures. Most significant is the choice of whether and how to include parties or partisan factors. Legislatures are an omnipresent component of modern democracy. Ostrow's comparative institutional design confirms the presumption of many political scientists that parties are essential for legislative consensus building. However it also reveals that parties may have paradoxical effects on a legislature's performance. In following the budget process in Russia and Estonia, Ostrow explores the consequences that different institutional designs have had on post-Soviet legislatures. He has found that how parties are included may determine how capable a legislature is at managing political conflict, both internally and with the executive branch of the government. The author was present at many of the committee hearings and legislative sessions he describes, and his firsthand observations and interviews with committee members enhance his analysis. |

Crowther, 2002 The former Communist countries of Eastern Europe provide a treasure-trove of data on the development of democratic institutions. The contributors to this volume use the recent experiences of these countries to identify how the various committee systems are structured and tie the relative strength of the committee system in each country to the relative strength of its legislature. A uniform theoretical framework connects the work of each essay and ties the parts into an informative whole. Comparative analysis based on seven indicators of institutionalization suggests that the committee systems of Hungary, Poland, and the Czech Republic are more institutionalized than those found elsewhere. Bulgaria is a middle case, while the parliaments of Moldova, Lithuania, and Estonia are the least. Of the indicators, stability in committee membership and extent of committee activity are among the most important for post-communist parliaments in their first decade. This examination of legislative committees in their beginning stages suggests that the processes of institutionalization are sequenced: expertise in a policy sector is the basis of both the assertion of jurisdictional autonomy by committees and the motive for party control of their membership and officer positions. Basic to these developments, however, is the emergence of a stable and consistent structure of the committee system as a whole. More broadly, committee attributes are closely linked to the condition and functioning of both parliamentary party groups and the government. |
