The Apprentice rate is to remain unchanged at £2.65 an hour: given evidence that 30-40 per cent of 16-17 year old apprentices are paid below the recommended rate, the Commission sees no point in raising the legal floor if it is not observed. The Commission also recommends that the accommodation offset be increased by 9 pence to £4.91 a day. The report contains five chapters and six appendices.
