command and control battle management operations: The World Wide Military Command and Control System evolution and effectiveness David Eric Pearson, 2000 Perhaps the best single way to summarize it is to view the book as a bureaucratic or organizational history. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

command and control battle management operations: General Kenney Reports: A Personal History of the Pacific War , 1997 General Kenney Reports is a classic account of a combat commander in action. General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.
command and control battle management operations: Missile Defense Robert E. Levin, Barbara Haynes, 2004-08 The DoD has treated ballistic missile defense (BMD) as a priority since the mid-1980s and has invested tens of billions of dollars to R&D such capabilities. In 2002, 2 key events transformed DoD's approach in this area: (1) the Sec. of Def. consolidated existing BMD elements into a single acq'n. program and placed them under the mgmt. of the Missile Defense Agency (MDA); and (2) the Pres. directed MDA to begin fielding an initial configuration, or block, of BMD capabilities in 2004. MDA estimates that it will need $53 billion between FY 2004 and 2009 to continue the development, fielding, and evolution of BMDs. This report assessed the extent to which MDA achieved program goals in FY 2003. Also considers shortcomings in how MDA defines its goals. Charts and tables.

command and control battle management operations: Cognitive Requirements for Information Operations Training (CRIOT) , 1999 The advent of battlefield digitization increases the work trainers for live force-on-force exercises must do to control exercises and provide feedback to units, and it will pull trainers at platoon and company level out of the tactical information loop. The goal of this study was to describe instrumentation capabilities with the potential for reducing workloads and pulling trainers back into the information loop for exercises at the Army's maneuver combat training centers (CTCs) and at home stations. This study documents the experiences of approximately seventy of the National Training Center (NTC) observer/controllers (OCs) and analysts that participated in the training of the Army's first digitized brigade during the Force XXI Army warfighting Experiment (AWE). To gain a better understanding of what is required to support digital training, the study team reviewed emerging tactical doctrine from platoon through battalion task force level to develop a sample of potential digital training points and then designed displays that would help a trainer monitor unit performance with respect to these points. The team then defined the capabilities a workstation would need to create these displays. This report describes, defends and illustrates twenty workstation capabilities that support exercise control and feedback for digitized units.--DTIC.
command and control battle management operations: C4ISR for Future Naval Strike Groups National Research Council, Division on Engineering and Physical Sciences, Naval Studies Board, Committee on C4ISR for Future Naval Strike Groups, 2006-04-26 The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.

command and control battle management operations: Centralized Control and Decentralized Execution: a Catchphrase in Crisis? Clint Hinote, 2012-07-23 The Air Force's master tenet of centralized control, decentralized execution is in danger of becoming dogma. Airmen have difficulty communicating the meaning of this phrase in a joint setting. This is partially due to our limited understanding of its history and the imprecise meaning of the words involved. Furthermore, the irregular conflicts in Afghanistan and Iraq (and the ongoing service debates in the Pacific) have demonstrated the need for a deeper understanding of this master tenet to advocate effectively for airpower solutions. We must get this right, as it is critical to maximizing airpower's potential. Getting it right, however, requires moving beyond sound bites and bumper stickers.

command and control battle management operations: Command Of The Air General Giulio Douhet, 2014-08-15 In the pantheon of air power spokesmen, Giulio Douhet holds center stage. His writings, more often cited than perhaps actually read, appear as excerpts and aphorisms in the writings of numerous other air power spokesmen, advocates-and critics. Though a highly controversial figure, the very controversy that surrounds him offers to us a testimonial of the value and depth of his work, and the need for airmen today to become familiar with his thought. The progressive development of air power to the point where, today, it is more correct to refer to aerospace power has not outdated the notions of Douhet in the slightest In fact, in many ways, the kinds of technological capabilities that we enjoy as a global air power provider attest to the breadth of his vision. Douhet, together with Hugh “Boom” Trenchard of Great Britain and William “Billy” Mitchell of the United States, is justly recognized as one of the three great spokesmen of the early air power era. This reprint is offered in the spirit of continuing the dialogue that Douhet himself so perceptively began with the first edition of this book, published in 1921. Readers may well find much that they disagree with in this book, but also much that is of enduring value. The vital necessity of Douhet’s central vision-that command of the air is all important in modern warfare-has been proven throughout the history of wars in this century, from the fighting over the Somme to the air war over Kuwait and Iraq.

command and control battle management operations: Chinese Strategy and Military Modernization in 2015 Anthony H. Cordesman, Steven Colley, 2016-01-12 China’s emergence as a global economic superpower, and as a major regional military power in Asia and the Pacific, has had a major impact on its relations with the United States and its neighbors. China was the driving factor in the new strategy the United States announced in 2012 that called for a “rebalance” of U.S. forces to the Asia-Pacific region. At the same time, China’s actions on its borders, in the East China Sea, and in the South China Sea have shown that it is steadily expanding its geopolitical role in the Pacific and having a steadily increasing impact on the strategy and military developments in other Asian powers.
command and control battle management operations: Problem Solving In A Dynamic Environment Yan Hong Ng, Shou-fong Chin, 1995-03-16 This book looks at the process of human cognition and the way complex problems are solved by decomposing them into a list of strategic objectives, before focusing individually on each objective to plan for a tactical solution. This process has been formulated by military planners in the form of the Standard Operating Procedure, by which problem solving is organised into four different stages: deliberation, planning, war meeting and plan execution. This has enabled the development of a methodology for problem solving in a dynamic environment. This is illustrated with the help of a six-case study in chess and prediction of exchange rate movement in a foreign exchange market.
