Populism in Asia is the first book to examine this phenomenon. The 1997 Asian financial crisis undermined established political leaders and stirred popular discontent. Voters in East Asia responded by electing maverick politicians who promised to target corruption and establish fresh agendas. In Southeast Asia, populist leaders based their appeal on the frustrations and aspirations of groups excluded from political power. Leaders who came to office during this period include Thaksin Shinawatra in Thailand, Joseph 'Erap' Estrada in the Philippines, Roo Moo-hyun in South Korea, Chen Shui-bian in Taiwan and Jun'ichiro Koizumi in Japan. Local politicians in Indonesia likewise adopted a populist stance, as did Prime Minister Mahathir Mohamad in Malaysia. In the present volume, leading Asian scholars consider the many faces of contemporary populism in the region, analyzing the phenomenon through case studies of political leaders with populist credentials and using these accounts to evaluate the achievements and failings of democracy. Benedict Anderson provides a reflective afterword. Despite its allure, populism has not been a success in Asia. Populist leaders are in retreat across the region and their fall can be spectacular, as in the Philippines and Thailand. These developments have not followed a single pattern: In Thailand, failure to institutionalize civilian control has contributed to the breakdown of democracy; civil-military relations and democracy in the Philippines are in prolonged crisis; and civilian control in Indonesia is yet to be institutionalized. At the same time, South Korea and Taiwan have established civilian supremacy and made great advances in consolidating democracy. These differences can be explained by the interplay of structural environment and civilian political entrepreneurship. In Taiwan, Korea, and Indonesia, strategic action, prioritization, and careful timing helped civilians make the best of their structural opportunities to overcome legacies of military involvement in politics. In Thailand, civilians overestimated their ability to control the military and provoked military intervention. In the Philippines, civilian governments forged a symbiotic relationship with military elites that allowed civilians to survive in office but also protected the military's institutional interests. These differences in the development of civil-military relations had serious repercussions on national security, political stability, and democratic consolidation, helping to explain why South Korea, Taiwan, and, to a lesser degree, Indonesia have experienced successful democratic transformation, while Thailand and the Philippines have failed to establish stable democratic systems.

Brutal wars have been fought involving imperial Japan, Czarist Russia, the Union of the Soviet Socialist Republics (USSR), Qing China, the People's Republic of China, and the United States (US) which left the Peninsula conquered, colonised, and divided, starting with Chosun (Yi) Korea from 1392-1910 to colonial Korea from 1910-45 to divided Korea since 1945.1 Subsequently, the Korean War from 1950-53 defined the character of the Cold War in Northeast Asia. The strategic choices in the Korean theatre have been influenced by the competing geopolitical interests of regional stakeholders. In the post-Cold War era, the Peninsula remained a key variable in shaping the Northeast Asian security architecture since the Democratic People's Republic of Korea or North Korea continued to employ the strategic use of nuclear brinksmanship.

It seeks to draw lessons both from the large reservoir of experience as to what has worked, as well as the more limited and isolated examples of what has not. In particular, it seeks to achieve two objectives. The first is to accurately understand, capture and distill the key dimensions of Korea's e-governance experience so that it can be properly understood and appreciated. Towards this end, some of the world's leading experts on Korea's e-governance experience have been engaged in its preparation, and their conclusions have been carefully vetted and reviewed by other leading scholars of the role of IT systems within government. The goal is to avoid flip generalizations or characterizations, such as 'political will is important' or 'it is important to embed e-governance within a broader strategy to develop a domestic IT industry, ' but to truly understand the complex interplay between differing political, economic and bureaucratic interests and how they shaped decisions about developing the technological and human infrastructure that would support Korea's successful thrust to be the world's leading nation in this area. The second is to ponder the lessons learned and what did and did not work from Korea's experience for other developing countries seeking to strengthen the role of information technology within their public sectors.
