california ccw training requirements: Firearm Safety Certificate - Manual for California Firearms Dealers and DOJ Certified Instructors California Department of Justice, 2016-12 The growing concern over the number of accidental firearm shootings, especially those involving children, prompted passage of the initial handgun safety law which went into effect in 1994. The stated intent of the California Legislature in enacting the current FSC law is for persons who obtain firearms to have a basic familiarity with those firearms, including, but not limited to, the safe handling and storage of those firearms. The statutory authority for this program is contained in Penal Code sections 26840 and 31610 through 31700. These statutes mandate DOJ to develop, implement and maintain the FSC Program. Pursuant to Penal Code section 26840, a firearms dealer cannot deliver a firearm unless the person receiving the firearm presents a valid FSC, which is obtained by passing a written test on firearm safety. Prior to taking delivery of a firearm from a licensed firearms dealer, the purchaser/recipient must also successfully perform a safe handling demonstration with that firearm.. |

california ccw training requirements: Power to the Transfer Dimpal Jain, Santiago N. Bernal Melendez, Alfred R. Herrera, 2020-02-01 Currently, U.S. community colleges serve nearly half of all students of color in higher education who, for a multitude of reasons, do not continue their education by transferring to a university. For those students who do transfer, often the responsibility for the application process, retention, graduation, and overall success is placed on them rather than their respective institutions. This book aims to provide direction toward the development and maintenance of a transfer receptive culture, which is defined as an institutional commitment by a university to support transfer students of color. A transfer receptive culture explicitly acknowledges the roles of race and racism in the vertical transfer process from a community college to a university and unapologetically centers transfer as a form of equity in the higher education pipeline. The framework is guided by critical race theory in education, which acknowledges the role of white supremacy and its contemporary and historical role in shaping institutions of higher learning. |

california ccw training requirements: Gun Facts Guy Smith, 2015-10-02 Gun Facts debunks common myths about gun control. It is intended as a reference guide for journalists, activists, politicians, and other people interested in restoring honesty to the debate about guns, crime, and the 2nd Amendment. Divided into chapters based on gun control topics (assault weapons, ballistic finger printing, firearm availability, etc.), finding information is quick and easy. Each chapter lists common gun control myths, then lists a number of documented and cited facts (with nearly 500 detailed footnotes). Thus when a neighbor, editor or politician repeats some sound bite about firearm control policy, you can quickly find that myth then rebuke with real information. |
california ccw training requirements: Evaluating Gun Policy Jens Ludwig, Philip J. Cook, 2004-05-13 Compared with other developed nations, the United States is unique in its high rates of both gun ownership and murder. Although widespread gun ownership does not have much effect on the overall crime rate, gun use does make criminal violence more lethal and has a unique capacity to terrorize the public. Gun crime accounts for most of the costs of gun violence in the United States, which are on the order of $100 billion per year. But that is not the whole story. Guns also provide recreational benefits and sometimes are used virtuously in fending off or forestalling criminal attacks. Given that guns may be used for both good and ill, the goal of gun policy in the United States has been to reduce the flow of guns to the highest-risk groups while preserving access for most people. There is no lack of opinions on policies to regulate gun commerce, possession, and use, and most policy proposals spark intense controversy. Whether the current system achieves the proper balance between preserving access and preventing misuse remains the subject of considerable debate. Evaluating Gun Policy provides guidance for a pragmatic approach to gun policy using good empirical research to help resolve conflicting assertions about the effects of guns, gun control, and law enforcement. The chapters in this volume do not conform neatly to the claims of any one political position. The book is divided into five parts. In the first section, contributors analyze the connections between rates of gun ownership and two outcomes of particular interest to society—suicide and burglary. Regulating ownership is the focus of the second section, where contributors investigate the consequences a large-scale combined gun ban and buy-back program in Australia, as well as the impact of state laws that prohibit gun ownership to those with histories of domestic violence. The third section focuses on efforts to restrict gun carrying and includes a critical examination of efforts in Pit |

california ccw training requirements: The Best Caliber Wars James M Volo, 2019-05 Guns can be very effective tools, but they are each of limited utility. There is no one weapon that is perfect for every purpose. Private persons may own a number of guns that fulfill a variety of functions. Ballistics is important for soldiers, law enforcement, sportsmen, and anyone who seeks to protect their life, their home, their family, or their workplace. If you are among these, this book is for you.Not surprisingly, gun owners and firearms enthusiasts are often part of a social gun culture in which certain facts, trends, and fads circulate and evolve with time, some stirring intense loyalty among shooters even when the realities suggest otherwise. For the average gun user some very popular myths, misconceptions, and miscalculations concerning ballistics and the terminal effects of bullets are strongly held, and it is not the purpose of this discussion to demonstrate why they are or are not true, only to lay out the parameters of the debate so that the readers can make their own judgments with increased confidence. The origin of ballistics is in the study of the flight path of projectiles, but its domain has been expanded in modern times. Among the modern ballistic sciences are areas of interest concerning how ammunition and weapons operate. |
