core capacity assessment tool: International health regulations (2005): state party self-assessment annual reporting tool , 2021-12-14 Article 54 of the IHR request that States Parties and the Director-General shall report to the World Health Assembly (WHA) on the implementation of these Regulations as decided by the WHA. In 2008, the WHA, through the adoption of Resolution WHA61(2), and later on 2018 with the Resolution WHA71(15), confirmed that “that States Parties and the Director-General shall continue to report annually to the WHA on the implementation of the International Health Regulations (2005), using the self-assessment annual reporting tool”. The IHR State Party self-assessment annual reporting tool (SPAR) is intended to support State Parties to fulfil these obligations. The submission of IHR Annual Reports using the SPAR tool allows the WHO Secretariat to compile a consistent report for the WHA. The second edition of SPAR (2021) has 15 capacities and 35 indicators compared to 13 capacities and 24 indicators in the previous version used from 2018 to 2020 reporting periods. The summary of results from the annual reports have been used to report to the World Health Assembly since 64th WHA in 2010, and country profiles have been made available on the e-SPAR platform, the Strategic Partnership for Health Security and Emergency Preparedness (SPH) Portal and WHO Global Health Observatory (GHO) data web page. |

In 2019 Azerbaijan embarked on preparations for the JEE. Preparing for the JEE was then delayed as Azerbaijan prioritized their effort to respond to the COVID-19 pandemic; including strengthening health care capacities to treat COVID-19 cases; increasing vaccination, including implementation of innovative digital systems for vaccination promotion and administration; and enhancing its surveillance system. core capacity assessment tool: Joint external evaluation of the International Health Regulations (2005) core capacities for Estonia World Health Organization, 2024-05-09 Since its independence was restored in 1991, Estonia has restructured its public health and health security landscape, and joined the European Union (EU) in 2004. Since this, and despite its relatively small geographical size and population, the country's economic growth and the importance of Estonia and Estonians in the development of the information and communication technology (ICT) sector has been much remarked upon. This has brought about interest in the development and uptake of ICT solutions within the health sector, and considerable upgrades to health provision and infrastructure. Due to Estonia's geographical position, health security will always be of significant interest to the country and much has been achieved in the last 20 years. With this combination of factors, the WHO Joint External Evaluation (JEE) in Estonia was deemed of interest not only to Estonia but also as an example of how a small, now highly developed country can work to improve its health security. A further point of interest is that Estonia has, in general, a widely spaced population with low density; another challenge to providing services which needs to be overcome. During the JEE mission to Estonia, capacities in 19 technical areas were evaluated through a peer-to-peer collaborative process that brought subject matter experts together with members of the external assessment team. The team was composed of representatives from 10 Member States, international organizations or academic institutions, engaged in a week-long series of technical discussions and on-site visits. The primary objective of the assessment was to compile a comprehensive array of evidence, encapsulating evaluations, reviews and other relevant insights. The aim was to equip Estonian authorities with actionable information for improving implementation of the International Health Regulations (IHR) 2005, encompassing cost estimates, high-level commitment and accountability. While the assessment itself can facilitate knowledge exchange and networking, it does not improve health security capacities per se. Therefore, identified priority recommendations should be captured in a National Action Plan for Health Security (NAPHS), which in turn drives translation of priorities into concrete technical activities. The external team acknowledges that many recommendations deal with establishing committees, action plans and strategies, all of which may be crucial steps for capacity development, but nevertheless need to be streamlined given constraints on human resource capacity. |

These concepts are linked, but they developed via different paths, and each has its own unique focus with regard to enabling every individual to obtain the ability to process and understand basic health information and services needed to make appropriate health care decisions. Fragmentation of these disciplines has impeded implementation of relevant measures for quality improvement and accountability. To foster an integrated approach to health literacy, cultural competency, and language access services, the Roundtable on Health Literacy initiated a project with three components: a commissioned paper to propose a framework for integrating measurements of health literacy, cultural competency, and language access; a workshop to review and discuss the framework; and a second commissioned paper that will provide a roadmap for integrating health literacy, cultural competency, and language access services as well as a revised measurement framework. Held on May 4, 2017, the workshop explored the quality performance measures for integration of health literacy, cultural competence, and language access services.
