corpus christi voters guide: Reforming Legislatures Peverill Squire, 2024-06-06 Legislatures are ubiquitous in the American political experience. First created in Virginia in 1619, they have existed continuously ever since. Indeed, they were established in even the most unlikely of places, notably in sparsely populated frontier settlements, and functioned as the focal point of every governing system devised. Despite the ubiquity of state legislatures, we know remarkably little about how Americans have viewed them as organizations, in terms of their structures, rules, and procedures. But with the rise of modern public opinion surveys in the twentieth century, we now have extensive data on how Americans have gauged legislative performance throughout the many years. That said, the responses to the questions pollsters typically pose reflect partisanship, policy, and personality. Generally, respondents respond favorably to legislatures controlled by their own political party and those in power during good economic times. Incumbent lawmakers get ratings boosts from having personalities, “home styles” that mesh with those of their constituents. These relationships are important indicators of people’s thoughts regarding the current performance of their legislatures and legislators, but they tell us nothing about attitudes toward the institution and its organizational characteristics. This study offers a unique perspective on what American voters have historically thought about legislatures as organizations and legislators as representatives. Rather than focusing on responses to surveys that ask respondents how they rate the current performance of lawmakers and legislatures, this study leverages the most significant difference between national and state politics: the existence of ballot propositions in the latter. At the national level Americans have never had any say over Congress’s structure, rules, or procedures. In contrast, at the state level they have had ample opportunities over the course of more than two centuries to shape their state legislatures. The data examined here look at how people have voted on more than 1,500 state ballot propositions targeting a wide array of legislative organizational and parliamentary features. By linking the votes on these measures with the public debates preceding them, this study documents not only how American viewed various aspects of their legislatures, but also whether their opinions held constant or shifted over time. The findings reported paint a more nuanced picture of Americans’ attitudes toward legislatures than the prevailing one derived from survey research. When presented with legislative reform measures on which concrete choices were offered and decisions on them had to be made, the analyses presented here reveal that, counter to the conventional wisdom that people loved their representatives but hated the legislature, voters usually took charitable positions toward the institution while harboring skeptical attitudes about lawmakers’ motives and behaviors.

corpus christi voters guide: The Future of Election Administration Mitchell Brown, Kathleen Hale, Bridgett A. King, 2019-07-19 As the American election administration landscape changes as a result of major court cases, national and state legislation, changes in professionalism, and the evolution of equipment and security, so must the work of on-the-ground practitioners change. This Open Access title presents a series of case studies designed to highlight practical responses to these changes from the national, state, and local levels. This book is designed to be a companion piece to The Future of Election Administration, which surveys these critical dimensions of elections from the perspectives of the most forward-thinking practitioner, policy, advocacy, and research experts and leaders in these areas today. Drawing upon principles of professionalism and the practical work that is required to administer elections as part of the complex systems, this book lifts up the voices and experiences of practitioners from around the country to describe, analyze, and anticipate the key areas of election administration systems on which students, researchers, advocates, policy makers, and practitioners should focus. Together, these books add to the emerging body of literature that is part of the election sciences community with an emphasis on the practical aspects of administration.

corpus christi voters guide: Understanding Latin America: A Decoding Guide Alfredo Toro Hardy, 2017-10-06 From afar, Latin America looks like a blurry tableau: devoid of defining lines, particularities and nuances. Little is understood about the idiosyncrasies of Latin-Americans, their cultural identity and social values. Differences between Brazilians and Spanish Americans, or amid the diverse Spanish American countries, are not sufficiently understood. Even less is known about the amplitude of the Iberian heritage of such countries, or about the miscegenation and acculturation processes that took place among their different constitutive races. There is no clarity regarding the Western nature of Latin America or about its cultural affinities with Latin Europe. Nor is there sufficient understanding of the links between the Latin population of the United States and the inhabitants of Latin America. This book aims to fill the gap by focusing on Latin America's history, culture, identity and idiosyncrasies. It serves as a guide to understand regional attitudes, meanings and behavioural differences of the region. It also analyses the present economic situation of the region, while trying to predict the future of the region. Written in a simple and accessible manner, this book will be of interest to readers keen on exploring the region for potential opportunities in trade, investment or any other kind of business and cultural endeavor.

corpus christi voters guide: Boss Rule in South Texas Evan Anders, 2013-11-18 Four men played leading roles in the political drama that unfolded in South Texas during the first decades of this century: James B. Wells, who ruled as boss of Cameron County and served as leading conservative spokesman of the Democratic Party in Texas; Archer (Archie) Parr, whose ruthless tactics and misuse of public funds in Duval County established him as one of the most notoriously corrupt politicians in Texas history; Manuel Guerra, Mexican American rancher and merchant whose domination of Starr County mirrored the rule of his Anglo counterparts in the border region; John Nance Garner, who served the interests of these bosses of South Texas as he set forth on the road that would lead him to the United States vice-presidency. Evan Anders's Boss Rule in South Texas tells the story of these men and the county rings they shaped in South Texas during the Progressive Era. Power was the byword of the bosses of the Lower Rio Grande Valley, and Anders explores the sources of that power. These politicos did not shirk from using corrupt and even violent means to attain their goals, but Anders demonstrates that their keen sensitivity to the needs of their diverse constituency was key to their long-term success. Patronage and other political services were their lifeblood, and the allies gained by these ranged from developers and businessmen to ranchers and Mexican Americans, wealthy and poor. Besides examining the workings of the Democratic machines of four South Texas counties, Anders explores the role of the Hispanic populace in shaping the politics of the border region, the economic development of the Lower Rio Grande Valley and its political repercussions, the emergence and nature of progressive movements at both local and state levels, and the part played by the Texas Rangers in supporting bossism in South Texas.
