Perry, 2022-07-19 Recent years have seen an increase in the number of African Americans elected to political office in cities where the majority of their constituents are not black. In the past, the leadership of black politicians was characterized as either deracialized or racialized--that is, as either focusing on politics that transcend race or as making black issues central to their agenda. Today many African American politicians elected to offices in non-majority-black cities are adopting a strategy that universalizes black interests as intrinsically relevant to the needs of their entire constituency. In Black Mayors, White Majorities Ravi K. Perry explores the conditions in which black mayors of majority-white cities are able to represent black interests and whether blacks' historically high expectations for black mayors are being realized. Skrentny, 2001-06 Nobody's Burden: Lessons on Old Age from the Great Depression is the first book-length study of the experience of old-age during the Great Depression. Part history, part social critique, the contributors rely on archival research, social history, narrative study and theoretical analysis to argue that Americans today, as in the past, need to rethink old-age policy and accept their shared responsibility for elder care. The Great Depression serves as the cultural backdrop to this argument, illustrating that during times of social and economic crisis, society's ageism and the limitations in old-age care become all the more apparent. At the core of the book are vivid stories of specific men and women who applied for old-age pensions from a private foundation in Detroit, Michigan, between 1927 and 1933. Most applicants who received pensions became life-long clients, and their lives were documented in great detail by social workers employed by the foundation. These stories raise issues that elders and their families face today: the desire for independence and autonomy; the importance of having a place of one's own, despite financial and physical dependence; the fears of being and becoming a burden to one's self and others; and the combined effects of ageism, racism, sexism and classism over the life course of individuals and families. Contributors focus in particular on issues of gender and aging, as the majority of clients were women over 60, and all of the case workers - among the first geriatric social workers in the country -- were women in their 20s and early 30s. Nobody's Burden is unique not only in content, but also in method and form. The contributors were members of an archival research group devoted to the study of these case files. Research was conducted collaboratively and involved scholars from the humanities (English, folklore) and the social sciences (anthropology, communications, gerontology, political science, social work, and sociology). |

carol m swain education: Uneasy Alliances Paul Frymer, 1999 Paul Frymer argues provocatively that two-party competition in the United States leads to the marginalization of African Americans and the subversion of democracy. Scholars have long claimed that the need to win elections makes candidates, parties, and government responsive to any and all voters. Frymer shows, however, that party competition is centered around racially conservative white voters, and that this focus on white voters has dire consequences for African Americans. As both parties try to attract white swing voters by distancing themselves from blacks, black voters are often ignored and left with unappealing alternatives. African Americans are thus the leading example of a captured minority. Frymer argues that our two-party system bears much of the blame for this state of affairs. Often overlooked in current discussions of racial politics, the party system represents a genuine form of institutional racism. Frymer shows that this is no accident, for the party system was set up in part to keep African American concerns off the political agenda. Today, the party system continues to restrict the political opportunities of African American voters, as was shown most recently when Bill Clinton took pains to distance himself from African Americans in order to capture conservative votes and win the presidency. Frymer compares the position of black voters with other social groups--gays and lesbians and the Christian right, for example--who have recently found themselves similarly captured. Even after a national government is democratized, subnational authoritarian 'enclaves' often continue to deny rights to citizens of local jurisdictions. His theory of 'boundary control' captures the conflict pattern between incumbents and oppositions when a national democratic government exists alongside authoritarian provinces (or 'states'). Coulter traces the history of the liberal mob to the French Revolution and Robespierre’s revolutionaries (delineating a clear distinction from America’s founding fathers), who simply proclaimed that they were exercising the “general will” before slaughtering their fellow citizens “for the good of mankind.” Similarly, as Coulter demonstrates, liberal mobs, from student radicals to white-trash racists to anti-war and pro-ObamaCare fanatics today, have consistently used violence to implement their idea of the “general will.” This is not the American tradition; it is the tradition of Stalin, of Hitler, of the guillotine—and the tradition of the American Left. As the heirs of the French Revolution, Democrats have a history that consists of pandering to mobs, time and again, while Republicans, heirs to the American Revolution, have regularly stood for peaceable order. Hoping to muddy this horrifying truth, liberals slanderously accuse conservatives of their own crimes—assassination plots, conspiracy theorizing, political violence, embrace of the Ku Klux Klan. Coulter shows that the truth is the opposite: Political violence—mob violence—is always a Democratic affair. Surveying two centuries of mob movements, Coulter demonstrates that the mob is always destructive. And yet, she argues, beginning with the civil rights movement in the sixties, Americans have lost their natural, inherited aversion to mobs. She calls for investment in a new infrastructure of opportunity in poor Black neighborhoods, including richly resourced schools and neighborhood centers, public transit, Peacemaker Fellowships, universal basic incomes, housing choice vouchers for residents, and mandatory inclusive housing elsewhere.
