Clinical supervision has been conceptualized as an intervention that consists of a collaborative and evaluative relationship in which the supervisor monitors the professional services offered and serves as a gatekeeper of those who are entering the profession (Bernard & Goodyear, 2004). In the general fields of clinical and counseling psychology, supervision is one of the top five activities performed by psychologists (Peak, Nussbaum, & Tindell, 2002). During the last three decades, the importance of clinical supervision has been recognized in clinical psychology in various ways. First, in 1996, the American Psychological Association (APA) required accredited training programs to provide students and interns with training in supervision (APA, 1996). In 2004, supervision was identified as one of eight core competencies in psychology (Kaslow, 2004) and further elaborated into specific supervision competencies (Falender et al., 2004). Nem por isto, a segunda instância administrativa das entidades federativas que a possuem, tem menor importância em relação aos julgadores judiciais. Realmente entendo que sua especialidade é necessariamente maior do que a do magistrado de carreira, pois enquanto este, no curso de sua vida profissional, é obrigado a atuar em variadas áreas do direito, nem todos tendo o conhecimento especializado em direito tributário, todos os conselheiros ou juízes administrativos de segunda instância administrativa são especialistas na área. No caso do CARF, principalmente, pois são responsáveis por decidir sobre contendas dos tributos que implicam maior arrecadação no país. Prova inequívoca do que digo, encontra-se na qualidade do livro que ora prefacio, em dois tomos, o primeiro sobre IR/CSL e o segundo sobre PIS/COFINS. A titulação de todos os conselheiros e dos convidados chamados a escrever não poderia ser melhor. Todos são profundos conhecedores dos tributos sobre os quais escrevem, com o que a obra que veiculam é de excelente nível jurídico, de profundidade doutrinária e atualidade jurisprudencial. Pode-se, pois, afirmar, sem receio nenhum de errar, que será de leitura obrigatória para todos os profissionais que atuam junto ao Conselho Administrativo de Recursos Fiscais. Desejo, pois, amplo êxito editorial desta obra dotada de tamanhas variedades temática e excelência de autores. No estilo coimbrão, digo 'bem haja'.
