It didnÕt always take thirty years to pay off the cost of a bachelorÕs degree. Elizabeth Tandy Shermer untangles the history that brought us here and discovers that the story of skyrocketing college debt is not merely one of good intentions gone wrong. In fact, the federal student loan program was never supposed to make college affordable. The earliest federal proposals for college affordability sought to replace tuition with taxpayer funding of institutions. But Southern whites feared that lower costs would undermine segregation, Catholic colleges objected to state support of secular institutions, professors worried that federal dollars would come with regulations hindering academic freedom, and elite-university presidents recoiled at the idea of mass higher education. Cold War congressional fights eventually made access more important than affordability. Rather than freeing colleges from their dependence on tuition, the government created a loan instrument that made college accessible in the short term but even costlier in the long term by charging an interest penalty only to needy students. In the mid-1960s, as bankers wavered over the prospect of uncollected debt, Congress backstopped the loans, provoking runaway inflation in college tuition and resulting in immense lender profits. Today 45 million Americans owe more than $1.5 trillion in college debt, with the burdens falling disproportionately on borrowers of color, particularly women. Reformers, meanwhile, have been frustrated by colleges and lenders too rich and powerful to contain. Indentured Students makes clear that these are not unforeseen consequences. Noyalas, 2022-11-01 The African American experience in Virginia's Shenandoah Valley from the antebellum period through Reconstruction This book examines the complexities of life for African Americans in Virginia’s Shenandoah Valley from the antebellum period through Reconstruction. Although the Valley was a site of fierce conflicts during the Civil War and its military activity has been extensively studied, scholars have largely ignored the Black experience in the region until now. Correcting previous assumptions that slavery was not important to the Valley, and that enslaved people were treated better there than in other parts of the South, Jonathan Noyalas demonstrates the strong hold of slavery in the region. He explains that during the war, enslaved and free African Americans navigated a borderland that changed hands frequently—where it was possible to be in Union territory one day, Confederate territory the next, and no-man’s land another. He shows that the region’s enslaved population resisted slavery and supported the Union war effort by serving as scouts, spies, and laborers, or by fleeing to enlist in regiments of the United States Colored Troops. Noyalas draws on untapped primary resources, including thousands of records from the Freedmen’s Bureau and contemporary newspapers, to continue the story and reveal the challenges African Americans faced from former Confederates after the war. He traces their actions, which were shaped uniquely by the volatility of the struggle in this region, to ensure that the war’s emancipationist legacy would survive. Yet fewer than 40 percent of entrants complete an undergraduate degree within six years. This fact has put pressure on community colleges to improve academic outcomes for their students. Redesigning America’s Community Colleges is a concise, evidence-based guide for educational leaders whose institutions typically receive short shrift in academic and policy discussions.
