| ccp financial aid office number: The Soviet Union and Communist China 1945-1950: The Arduous Road to the Alliance Dieter Heinzig, 2015-06-18 Drawing on a wealth of new sources, this work documents the evolving relationship between Moscow and Peking in the twentieth century. Using newly available Russian and Chinese archival documents, memoirs written in the 1980s and 1990s, and interviews with high-ranking Soviet and Chinese eyewitnesses, the book provides the basis for a new interpretation of this relationship and a glimpse of previously unknown events that shaped the Sino-Soviet alliance. An appendix contains translated Chinese and Soviet documents - many of which are being published for the first time. The book focuses mainly on Communist China's relationship with Moscow after the conclusion of the treaty between the Soviet Union and Kuomingtang China in 1945, up until the signing of the treaty between Moscow and the Chinese Communist Party in 1950. It also looks at China's relationship with Moscow from 1920 to 1945, as well as developments from 1950 to the present. The author reevaluates existing sources and literature on the topic, and demonstrates that the alliance was reached despite disagreements and distrust on both sides and was not an inevitable conclusion. He also shows that the relationship between the two Communist parties was based on national interest politics, and not on similar ideological convictions. |

This conflict between two centres of authority has been at the core of recent relations between the Catholic church and China. Utilizing secondary works in Chinese, Vietnamese, and Western languages, and the author's own familiarity as a former member of the Chinese People's Liberation Army, this examination expands the knowledge of China's relations with the North Vietnamese Army (NVA) during the 1950s and 1960s. As a communist state bordering Vietnam, China actively facilitated the transformation of Ho Chi Minh's army from a small, loosely organized, poorly equipped guerrilla force in the 1940s into a formidable, well-trained professional army capable of defeating first the French (1946–1954) and then the Americans (1963–1973). Even after the signing of the Geneva Peace Agreement, China continued to aggressively support Vietnam. Between 1955 and 1963, Chinese military aid totaled $106 million and these massive contributions enabled Ho Chi Minh to build up a strong conventional force. After 1964, China increased its aid and provided approximately $20 billion more in military and economic aid to Vietnam. Western strategists and historians have long speculated about the extent of China's involvement in Vietnam, but it was not until recently that newly available archival materials revealed the true extent of China's influence—its level of military assistance training, strategic advising, and monetary means during the war. This illuminating study answers questions about China's intention, objective, strategy, and operations of its involvement in the Vietnam Wars. |

| ccp financial aid office number: A History of the Modern Chinese Army Xiaobing Li, 2007-06-01 Since the establishment of the Red Army in 1927, China’s military has responded to profound changes in Chinese society, particularly its domestic politics, shifting economy, and evolving threat perceptions. Recently tensions between China and Taiwan and other east Asian nations have aroused great interest in the extraordinary transformation and new capabilities of the Chinese army. In A History of the Modern Chinese Army, Xiaobing Li, a former member of the People’s Liberation Army (PLA), provides a comprehensive examination of the PLA from the Cold War to the beginning of the twenty-first century that highlights the military’s central function in modern Chinese society. In the 1940s, the Chinese army was in its infancy, and many soldiers were rural conscripts and volunteers who had received little formal schooling. The Chinese military rapidly increased its mobility and weapon strength, and the Korean War and Cold War offered intense combat experience that not only allowed soldiers to hone their fighting techniques but also helped China to develop military tactics tailored to the surrounding countries whose armies posed the most immediate threats. Yet even in the 1970s, the completion of a middle school education (nine years) was considered above-average, and only 4 percent of the 224 top Chinese generals had any college credit hours. However, in 1995 the high command began to institute massive reforms to transform the PLA from a labor-intensive force into a technology-intensive army. Continually seeking more urban conscripts and emphasizing higher education, the PLA Reserve Officer Training and Selection program recruited students from across the nation. These reservists would become commissioned officers upon graduation, and they majored in atomic physics, computer science, and electrical engineering. Grounding the text in previously unreleased official Chinese government and military records as well as the personal testimonies of more than two hundred PLA soldiers, Li charts the development of China’s armed forces against the backdrop of Chinese society, cultural traditions, political history, and recent technological advancements. They were willing and able to cope with the middle class by making a few compromises and following certain legal procedures in exchange for continuing political support. These practical comprises characterized a new political culture in PRC history since 1949. The book voices the complaints and resentments in the cities, and interprets government policies and legal practices. It emphasizes the consequence for governance, human rights, and commercial rule of law, all of which threatens the legitimacy of the CCP. It also suggests an important evolution of the CCP. The reform movement since the 1980s has not yet contributed significantly to the country’s democratic transformation or to its social stability. The leaders in the 1990s focused on liberal economic reform while discouraging and even stifling political reform. As a result, economic interest groups successfully established an alliance with CCP officials to control economic policy-making and to share political governance. In the 2010s, Chinese leaders have paid special attention to political scandals, corruption, and mismanagement in the government and in the Party. |

| ccp financial aid office number: China’S Military Intervention in Korea: Dr. David Tsui, 2015-03-12 This study examines how and why Chinas military intervention in the Korean War came into existence within the time span from May 1949 to July 1951. China was involved in the war preparations much earlier and deeper than was previously known. Beijings preconditions to enter the war boiled down to three: (1) its full control of China; (2) foreign enemy forces invasion of North Korea; and (3) Moscows logistic and air support. Beijing had incorrectly calculated that Washington would dispatch only Japanese field forces to Korea, which is the very reason underlying its inadequate though early preparations for the war, while it had correctly calculated that Washington would not invade China proper via Korea before it entered the war. Expecting an enemy troops landing at Inchon followed by their invasion of North Korea, Beijing planned to ambush them in northern North Korea. It therefore failed to dispatch a symbolic force into Korea to give credibility to diplomatic deterrence against Washingtons possible invasion of North Korea. China developed ten prime interventionist goals as follows: (1) to save North Korea; (2) to dispel Stalins suspicions and to pay Maos political debt owed to Stalin in 1941 and 1942; (3) to have the PLA experienced in modern warfare; (4) to have the PLA modernized with Soviet weaponry; (5) to have its economy revitalized with overall Soviet assistance; (6) to enter the United Nations; (7) to exchange South Korean territories for an American withdrawal from Taiwan; (8) to have Nationalist forces in Taiwan; (9) to defuse an American retaliatory or nuclear attach upon China proper; and (10) to have North Korea and South Korea almost return to the status quo ante bellum. It was Maos de facto dependence upon rather than his alleged independence from Stalin that had made him rise to power in 1949. This Soviet reign turned out to be considerably more decisive than the American threat in driving China into the war in 1950. |

Anne-Marie Brady follows the development of the Chinese Communist Party's 'foreign affairs' system since 1921, focusing on waishi, the external policies intended to influence and control both foreigners themselves as well as Chinese citizens' contact with and perception of outsiders. The term also comprises China's external relations—both official state-to-state and so-called unofficial or 'people-to-people' diplomacy. In effect, waishi activities encompass all matters related to foreigners and foreign things, not merely diplomacy. By managing the foreign presence in China and China's contacts with the outside world and by controlling the Chinese population, the author argues that waishi has proven to be one of the most effective tools in the CCP's repertoire for building and then sustaining its hold on power. Drawing for the first time on policy documents that underpin the phenomena they describe, Brady analyzes trends and developments in waishi during each chronological period. The book elucidates how the CCP's policies evolved: In the 1930s, the need for a broad united front in international relations warred with the desire to control the foreign presence in China; in the 1940s and 1950s, the Sino-Soviet alliance and ridding China of the traces of the 'semi-colonial' past took precedence; in the 1960s, the Sino-Soviet split led to China's claim as the center of world revolution; and in the past twenty years of reform, the focus has been the ongoing quest to create a modern nation-state as China opens up to the outside world. The author considers waishi's deeper meaning as an overriding approach to the 'foreign,' which links state-to-state diplomacy with the management of the foreign presence in China. Her groundbreaking research is based on a previously unexplored genre of waishi materials (almost all classified) in Chinese, extensive interviews with waishi officials and foreign participants of the system, as well as archival research inside and outside of China.
