Orr, 2011-06-23 As the world's population continues to grow, there is an ever increasing need for huge investment in basic infrastructure: water and sewage, energy production and distribution, transportation and telecommunication. At the same time, infrastructure systems in developed countries are deteriorating and in need of renewal. Today, many of the engineering and economic problems surrounding infrastructure construction projects have been solved, but the threat of social misalignments and political conflicts renders the development and management of such projects more challenging than ever before. This book presents a new theoretical framework that allows us to analyze the institutional and social movement processes, both negative and positive, that surround global infrastructure projects as they confront cross-national and cross-sectoral (such as private-public partnerships) institutional differences. The value of this framework is illustrated through a series of studies on a wide range of infrastructure projects, including roads, railroads, ports, airports, water supply and energy pipelines.

This book seeks to examine the role and ultimately the impact of engineers in global development. Engineers are solutions-oriented people. We enjoy the opportunity to identify a product or need, and design appropriate technical solutions. However, the structural and historical barriers to global prosperity requires that Engineers focus more broadly on improving the tools and practice of poverty reduction and that we include health, economics, policy, and governance as relevant expertise with which we are conversant. Engineers must become activists and advocates, rejecting ahistorical technocratic approaches that suggest poverty can be solved without justice or equity. These incidents have triggered a broader discussion of how serious incidents can be prevented in the future and how best to train researchers and emergency personnel to respond appropriately when incidents do occur. As the priority placed on safety increases, many institutions have expressed a desire to go beyond simple compliance with regulations to work toward fostering a strong, positive safety culture: affirming a constant commitment to safety throughout their institutions, while integrating safety as an essential element in the daily work of laboratory researchers. Safe Science takes on this challenge. This report examines the culture of safety in research institutions and makes recommendations for university leadership, laboratory researchers, and environmental health and safety professionals to support safety as a core value of their institutions. Over the next 50 years, rapid population, urbanization, and economic growth worldwide will create unprecedented demands for water, energy, land, and food (WELF) resources. The discussion on how to meet human needs for WELF resources and how to guarantee their respective securities has changed over time from looking at all four sectors in isolation to understanding their interdependency through the so-called WELF nexus. The approach presented in this book responds to the overall agreement in the WELF nexus literature that the management and allocation of WELF resources at the community level need to be examined in a more systemic, multidisciplinary, participatory, and practical manner while seeking to increase synergies and reduce trade-offs. This book was written to explore the value proposition of that approach. Volume 1 focuses on defining the landscape in which the nexus operates and outlines the proposed methodology. Volume 2 explores the quantitative and qualitative modeling of the nexus and landscape using system modeling tools including system dynamics. The task of maintaining a high level of safety for commercial airlines is complicated by the dynamic nature of the NAS. The number of flights by commercial transports is increasing; air traffic control systems and procedures are being modernized to increase the capacity and efficiency of the NAS; increasingly autonomous systems are being developed for aircraft and ground systems, and small aircraftâ€most notably unmanned aircraft systemsâ€are becoming much more prevalent. As the NAS evolves to accommodate these changes, aviation safety programs will also need to evolve to ensure that changes to the NAS do not inadvertently introduce new risks. Real-time system-wide safety assurance (RSSA) is one of six focus areas for the National Aeronautics and Space Administration (NASA) aeronautics program. NASA envisions that an RSSA system would provide a continuum of information, analysis, and assessment that supports awareness and action to mitigate risks to safety. Maintaining the safety of the NAS as it evolves will require a wide range of safety systems and practices, some of which are already in place and many of which need to be developed. This report identifies challenges to establishing an RSSA system and the high-priority research that should be implemented by NASA and other interested parties in government, industry, and academia to expedite development of such a system.

Smith, 2021-09-28 How engineers in the mining and oil and gas industries attempt to reconcile competing domains of public accountability. The growing movement toward corporate social responsibility (CSR) urges corporations to promote the well-being of people and the planet rather than the sole pursuit of profit. In Extracting Accountability, Jessica Smith investigates how the public accountability of corporations emerges from the everyday practices of the engineers who work for them. Focusing on engineers who view social responsibility as central to their profession, she finds the corporate context of their work prompts them to attempt to reconcile competing domains of accountability—to formal guidelines, standards, and policies; to professional ideals; to the public; and to themselves. Their efforts are complicated by the distributed agency they experience as corporate actors: they are not always authors of their actions and frequently act through others. Drawing on extensive interviews, archival research, and fieldwork, Smith traces the ways that engineers in the mining and oil and gas industries accounted for their actions to multiple publics—from critics of their industry to their own friends and families. She shows how the social license to operate and an underlying pragmatism lead engineers to ask how resource production can be done responsibly rather than whether it should be done at all. She analyzes the liminality of engineering consultants, who experienced greater professional autonomy but often felt hamstrung when positioned as outsiders. Finally, she explores how critical participation in engineering education can nurture new accountabilities and chart more sustainable resource futures.
