  central asia political map: Skills, Not Just Diplomas Lars Sondergaard, 2012 Future growth in the countries in Eastern Europe and Central Asia (ECA) will increasingly depend on innovation. And innovation requires skills. This makes it important, as countries plan for recovery, to undertake reforms to reduce the skills shortages that the previous growth episode exposed. Education systems have a very important role to play in creating the right skills. But education systems in the region fall short of the demands of their economies in two major ways. The first is that despite high levels of enrollment they do not produce enough graduates with the right skills. Students graduate with diplomas, not with skills, because the quality of the education for many students is poor. In large part this is because education systems remain focused on providing an excellent education to a few at the expense of improving the quality of learning for the majority. Moreover, the systems are still making the transition from teaching the basics to inculcating higher order skills such as critical-thinking and problem solving. The second way in which education systems fall short is that outside of a few countries in the EU there are few opportunities for adults to retrain, or acquire new skills. This book argues that generating more of the right skills requires a fundamental change of approach in the education systems in the region so that they aim for, and deliver, higher quality education for the vast majority of students (“not just diplomas but skills”). To start with, education systems need to “turn the lights on” and take seriously the measurement of what students actually learn as opposed to measurement of the inputs into the education process on the implicit assumption that learning follows. Policy makers also need to move away from the focus on inputs and processes and increase the emphasis on incentives.

  central asia political map: The Pundits Derek Waller, 2014-07-11 On a September day in 1863, Abdul Hamid entered the Central Asian city of Yarkand. Disguised as a merchant, Hamid was actually an employee of the Survey of India, carrying concealed instruments to enable him to map the geography of the area. Hamid did not live to provide a first-hand count of his travels. Nevertheless, he was the advance guard of an elite group of Indian trans-Himalayan explorers—recruited, trained, and directed by the officers of the Great Trigonometrical Survey of India—who were to traverse much of Tibet and Central Asia during the next thirty years. Derek Waller presents the history of these explorers, who came to be called native explorers or pundits in the public documents of the Survey of India. In the closed files of the government of British India, however, they were given their true designation as spies. As they moved northward within the Indian subcontinent, the British demanded precise frontiers and sought orderly political and economic relationships with their neighbors. They were also becoming increasingly aware of and concerned with their ignorance of the geographical, political, and military complexion of the territories beyond the mountain frontiers of the Indian empire. This was particularly true of Tibet. Though use of pundits was phased out in the 1890s in favor of purely British expeditions, they gathered an immense amount of information on the topography of the region, the customs of its inhabitants, and the nature of its government and military resources. They were able to travel to places where virtually no European count venture, and did so under conditions of extreme deprivation and great danger. They are responsible for documenting an area of over one million square miles, most of it completely unknown territory to the West. Now, thanks to Waller's efforts, their contributions to history will no longer remain forgotten.

  central asia political map: The Return of Foreign Fighters to Central Asia Thomas Lynch, Michael Bouffard, Graham Vickowski, Kelsey King, 2017-02-03 Central Asia is the third largest point of origin for Salafi jihadist foreign fighters in the conflagration in Syria and Iraq, with more than 4,000 total fighters joining the conflict since 2012 and 2,500 reportedly arriving in the 2014-2015 timeframe alone. As the Islamic State of Iraq and the Levant (ISIL) continues to lose territory under duress from U.S.-led anti-ISIL coalition activities, some predict that many may return home bent on jihad and generating terror and instability across Central Asia. Yet several factors indicate that such an ominous foreign fighter return may not materialize. Among these factors are that a majority of Central Asians fighting for ISIL and the al-Nusra Front in Syria and Iraq are recruited while working abroad in Russia, often from low-wage jobs under poor conditions making the recruits ripe for radicalization. In addition, many of those heading for jihad in Syria and the Levant expect that they are on a one way journey, some to martyrdom but most for a completely new life, and do not plan a return. Most Central Asian states face their greatest risk of domestic instability and violent extremism as a reaction to political repression and counterterrorism (CT) policies that counterproductively conflate political opposition and the open practice of Islam with a domestic jihadist threat. If improperly calibrated, greater U.S. CT assistance to address foreign fighter returns may strengthen illiberal regime short-term focus on political power consolidation, overplay the limited risks of foreign fighter returns, and increase the risks of domestic unrest and future instability. The United States has few means to pressure Central Asian regimes into policies that address the main drivers of domestic radicalization, such as political inclusion and religious freedom. Although an imperfect instrument, U.S. security assistance-and the specific subset of CT assistance-is a significant lever. U.S. CT assistance for Central Asia should eschew additional general lethal assistance and instead scope security attention toward border security intelligence and physical capacity enhancements. This CT aid should be paired with important, complementary socioeconomic programs that help with countering violent extremism, including greater religious and political openness along with support for the Central Asian diaspora.

  central asia political map: The Rival Powers in Central Asia Józef Popowski, 1893 The Rival Powers in Central Asia is an English translation of a work originally published in Vienna in 1890 under the title Antagonismus der Englischen und Russischen Interessen in Asien: Eine Militär-Politische Studie (The antagonism between English and Russian interests in Asia: A military-political study). The study analyzes what the author sees as the threat to British India posed by an aggressive Russia. The author characterizes the Russian Empire as a reckless, expansive force, which, having reached its natural limits on the seas to the east and the north, was now concentrating all its energies on the South, and chiefly in the direction of Constantinople and Central Asia. While the Russian thrust into Central Asia is portrayed as a threat mainly to British interests, Russian ambitions toward Constantinople are seen as most threatening to the continental European powers, Austria in particular, which cannot at any cost permit Russia to take possession of Constantinople. On this basis, the author argues that it is in Great Britain's interest to join a Central European Coalition with Austria-Hungary and imperial Germany. Chapter four, the longest in the book, entitled Strategical Relations of the Two States, assesses the relative strengths of Russia and Great Britain in a contest for control of Central Asia and ultimately India, with sections on land forces, naval forces, and the transport and logistical routes likely to be used by each power. The concluding chapter discusses the benefits that Great Britain would gain by allying with the Central European powers against Russia, stresses the value to those powers of a British alliance, and argues that only through such an alliance would Britain be able to retain its hold on India. Ultimately, of course, the envisioned alliance did not come about, as some two decades later Great Britain allied with Russia (and France) and against Germany and Austria-Hungary in the great European conflict that came to be known as World War I.

  central asia political map: EU Development Assistance to Central Asia , 2013 The court examined how the European Commission (EC) and the European External Action Service (EEAS) planned and managed development assistance to the Central Asian republics (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) in the period 2007-2. In challenging circumstances, planning and allocation of assistance were generally satisfactory. Implementation was less so. The court makes a number of recommendations. The EC and the EEAS should design any future regional programmes so that they are likely to achieve a genuine regional dimension. They should concentrate all assistance provided on a small number of sectors. For any continuing budget support programmes, they should define and apply robust and objectively verifiable conditions, in particular giving sufficient attention to support for anti-corruption mechanisms.-- Page [4] of cover.
