To illustrate their answer, the contributors agreed to share the stages of their book-in-progress as it was constructed on the public web. To facilitate this innovative volume, editors Jack Dougherty and Kristen Nawrotzki designed a born-digital, open-access, and open peer review process to capture commentary from appointed experts and general readers. A customized WordPress plug-in allowed audiences to add page- and paragraph-level comments to the manuscript, transforming it into a socially networked text. The initial six-week proposal phase generated over 250 comments, and the subsequent eight-week public review of full drafts drew 942 additional comments from readers across different parts of the globe. The finished product now presents 20 essays from a wide array of notable scholars, each examining (and then breaking apart and reexamining) if and how digital and emergent technologies have changed the historical profession. |

Kenneth Allard, 1996 One of the challenges facing the writer is keeping up with developments in the information age. While Command, Control, and the Common Defense provides a historical perspective on a contemporary problem, it was written in the late l980s; since then, the end of the Cold War and the American experience in the Gulf War have provided some fundamentally new perspectives of their own. Re-written history has its own pitfalls; a better solution was to leave the original content intact and to add as an epilogue a chapter which originally appeared in a 1995 anthology on the Gulf War. Both works have, of course, been edited for consistency. Finally, there is reason to ponder in the light of more contemporary developments one of the major points in that original work: that the tight integration demanded by emerging command and control technologies often runs afoul of existing command structures and theories of warfare. As I completed the revisions to this edition while serving on special assignment with the NATO Implementation Force in Bosnia, there were daily reminders of the truth of that statement. |

What would it take to ensure that all of us can succeed at getting the job done, the problem solved, and the future more secure? As a student at Yale Law School in 1974, Lani Guinier attended a class with a white male professor who addressed all the students, male and female, as gentlemen. To him the greeting was a form of honorific, evoking the values of traditional legal education. To her it was profoundly alienating. Years later Guinier began a study of female law students with her colleagues, Michelle Fine and Jane Balin, to try to understand the frustrations of women law students in male-dominated schools. Women are now entering law schools in large numbers, but too often many still do not feel welcome. As one says, I used to be very driven, competitive. Then I started to realize that all my effort was getting me nowhere. I just stopped caring. I am scarred forever. In the modern era, the debate has come to be both shrill and stale: the proponents of presidential autonomy and the advocates of congressional supremacy start from mutually incompatible premises and come to predictable, and antagonistic, conclusions. The President's Authority Over Foreign Affairs argues that the best interpretation of our Constitution's distribution of foreign affairs authority resolves this irresolvable stand-off. Powell presents a traditional legal argument, giving careful weight to original understandings, early practice and considerations of institutional structure, and concludes that the Constitution vests the president with the clear authority to formulate and implement foreign policy. At the same time, the Constitution vests Congress with powers that enable it to exercise a near-absolute veto -- not on the president's foreign policy choices, but on his or her ability to carry those choices out.
