defense technology pepper spray: Risk Management of Less Lethal Options R.T. Wyant, Thomas Burns, 2014-04-28 Force used to quell out-of-control demonstrations or detain unruly individuals can result in litigation and bad press for law enforcement agencies. Injury or loss of life can best be avoided if agencies have accurate knowledge and proper training in less lethal options. Risk Management of Less Lethal Options: Evaluation, Deployment, Aftermath, and Forensics discusses how lessons learned from major disturbances have helped law enforcement professionals develop concepts and techniques that police departments can apply to increase successful outcomes, manage risk, and limit liability. The methods presented in this book were developed over a decade of testing, training, evaluating, deploying, analyzing, and testifying related to the use of these tools. Topics include: The evolution of the less lethal paradigm through the analysis of the outcomes of major incidents Categories of less lethal options—including impact, chemical, electrical, and distraction Riot-control agents (RCAs), which produce rapid sensory irritation or disabling physical effects that disappear within a short time Less lethal impact munitions (LLIMs) that deliver blunt trauma, including the study of their capabilities and limitations Important factors for developing a successful less lethal training program Challenges caused by arrest-related death, in-custody death, and Excited Delirium Syndrome (ExDs) The use and forensic analysis of conducted electrical weapons (CEWs)/Tasers Effective post-event report writing, evidence collection, and court preparation Risk management of less lethal options requires a complex, multi-tiered approach. This volume provides law enforcement professionals with guidelines to manage risk from the street to the courtroom when utilizing less lethal options to subdue offenders. Praise for the Book: This is an incredible resource that is easy to read and extremely informative. —Dan Savage, Captain, Grand Rapids Michigan Police Department Overall, this is essential reading for all involved in law enforcement who use, authorize, or oversee less lethal policy, training and deployments. —Chief Constable (Retired) Ian Arundale, Association of Chief Police Officers, lead on policy and training relating to UK firearms, ‘Less Lethal’ and Conflict Management (2001-2013) What the authors have done in this comprehensive publication is present the operational and technical issues associated with selecting, deploying, and managing the consequence of less lethal options in a very readable way. ...   defense technology pepper spray: Practice and Policies of Modern Peace Support Operations under International Law Geert-Jan Knoops, Roberta Arnold, 2006-07-19 Confronted with the practical legal aspects of Peace Support Operations (PSO) in their daily work, the two authors realized that there was an urgent need for the international community of military and civilian lawyers, law enforcement agencies, policy makers, legal advisers and military commanders dealing with these types of missions to have a guidebook analyzing, questioning and providing some solutions to the practical legal aspects intrinsic in them and which are often known only to those who have been serving in the field. It was therefore decided to create a tool to record and diffuse the know-how acquired by those who have been directly confronted with these issues, in the field and at headquarters. Among the cutting-edge topics practitioners explore in Peace Support Operations & Their Legal Implications are human trafficking and illegal immigration in theatres of PSO such as the Balkans, arrest and detention of suspects of serious breaches of the laws of war, the relationship and role sharing of civilian law enforcement agencies and peacekeepers, the use of non-lethal and other weapons (e.g. riot control agents), criminal liability for breaches of international law and Rules Of Engagement. Contributions of a more strategic nature deal further with the complexities of Status of Forces Agreements and Memoranda of Understanding, the extraterritorial applicability of human rights obligations, the application of the law of occupation to peacekeeping forces, their new role and the relative problems in peace-building. The main objective of this guidebook is to provide the basis for further discussion, suggesting what should be done next, and to constitute a problem-solving tool for those deployed in the field, often secluded from the external world and confronted with difficulties to be solved immediately, under the pressure of time. The idea is to show them the path undertaken by others who have been confronted with similar problems and to share the knowledge and fight the power. Published under the Transnational Publishers imprint.
defense technology pepper spray: Real Knockouts Martha McCaughey, 1997-07-01 An examination of women's self-defense culture and its relationship to feminism. I was once a frightened feminist. So begins Martha McCaughey's odyssey into the dynamic world of women's self- defense, a culture which transforms women involved with it and which has equally profound implications for feminist theory and activism. Unprecedented numbers of American women are learning how to knock out, maim, even kill men who assault them. Sales of mace and pepper spray have skyrocketed. Some 14 million women own handguns. From behind the scenes at gun ranges, martial arts dojos, fitness centers offering Cardio Combat, and in padded attacker courses like Model Mugging, Real Knockouts demonstrates how self-defense trains women out of the femininity that makes them easy targets for men's abuse. And yet much feminist thought, like the broader American culture, seems deeply ambivalent about women's embrace of violence, even in self-defense. Investigating the connection between feminist theory and women physically fighting back, McCaughey found self-defense culture to embody, literally, a new brand of feminism.

defense technology pepper spray: Social Media Graham Meikle, 2016-02-05 Social media platforms have captured the attention and imagination of many millions of people, enabling their users to develop and display their creativity, to empathize with others, and to find connection, communication and communion. But they are also surveillance systems through which those users become complicit in their own commercial exploitation. In this accessible book, Graham Meikle explores the tensions between these two aspects of social media. From Facebook and Twitter to Reddit and YouTube, Meikle examines social media as industries and as central sites for understanding the cultural politics of everyday life. Building on the new forms of communication and citizenship brought about by these platforms, he analyzes the meanings of sharing and privacy, internet memes, remix cultures and citizen journalism. Throughout, Social Media engages with questions of visibility, performance, platforms and users, and demonstrates how networked digital media are adopted and adapted in an environment built around the convergence of personal and public communication.

defense technology pepper spray: Networks and Netwars John Arquilla, David Ronfeldt, 2001-11-05 Netwar-like cyberwar-describes a new spectrum of conflict that is emerging in the wake of the information revolution. Netwar includes conflicts waged, on the one hand, by terrorists, criminals, gangs, and ethnic extremists; and by civil-society activists (such as cyber activists or WTO protestors) on the other. What distinguishes netwar is the networked organizational structure of its practitioners-with many groups actually being leaderless-and their quickness in coming together in swarming attacks. To confront this new type of conflict, it is crucial for governments, military, and law enforcement to begin networking themselves.

defense technology pepper spray: The Art of Protest T. V. Reed, 2019-01-22 A second edition of the classic introduction to arts in social movements, fully updated and now including Black Lives Matter, Occupy Wall Street, and new digital and social media forms of cultural resistance The Art of Protest, first published in 2006, was hailed as an “essential” introduction to progressive social movements in the United States and praised for its “fluid writing style” and “well-informed and insightful” contribution (Choice Magazine). Now thoroughly revised and updated, this new edition of T. V. Reed’s acclaimed work offers engaging accounts of ten key progressive movements in postwar America, from the African American struggle for civil rights beginning in the 1950s to Occupy Wall Street and Black Lives Matter in the twenty-first century. Reed focuses on the artistic activities of these movements as a lively way to frame progressive social change and its cultural legacies: civil rights freedom songs, the street drama of the Black Panthers, revolutionary murals of the Chicano movement, poetry in women’s movements, the American Indian Movement’s use of film and video, anti-apartheid rock music, ACT UP’s visual art, digital arts in #Occupy, Black Lives Matter rap videos, and more. Through the kaleidoscopic lens of artistic expression, Reed reveals how activism profoundly shapes popular cultural forms. For students and scholars of social change and those seeking to counter reactionary efforts to turn back the clock on social equality and justice, the new edition of The Art of Protest will be both informative and inspiring.

Gill, Robin Geiß, Heike Krieger, Christophe Paulussen, 2019-10-31 The main theme of this volume of the Yearbook of International Humanitarian Law is weapons law. In several chapters, how International Humanitarian Law (IHL) copes with old and new weapons as well as political developments in regard to military technology is discussed, while in two chapters the significance of non- or less-lethal weapons in peace-keeping and law enforcement operations as well as the legality of lethal autonomous weapon systems under IHL are analysed. Moreover, the volume describes the current status of nuclear deterrence under international law. Another layer is added by examining how IHL influences the programming of automatic target recognition systems using artificial intelligence. The second part of the book contains a historic perspective on the roots of IHL in Europe, which can be traced back to the ninth century, as well as a Year in Review describing the most important events and legal developments in the area of IHL that took place in 2018. The Yearbook of International Humanitarian Law is the world’s only annual publication devoted to the study of the laws governing armed conflict. It provides a truly international forum for high-quality, peer-reviewed academic articles focusing on this crucial branch of international law. Distinguished by contemporary relevance, the Yearbook of International Humanitarian Law bridges the gap between theory and practice and serves as a useful reference tool for scholars, practitioners, military personnel, civil servants, diplomats, human rights workers and students.

defense technology pepper spray: Violent Class Struggles and The Need for Revolutionary Change: Anti-WTO Organized Labor Protest vs Seattle Police Marco T. Ntobi, 2016-04-29 The whole purpose of revolutionary violence is to destroy at its very roots the institutionalized system of greed which is also the institutionalized system of violence. Today, with the phoney cry of law and order the rulers of the imperialist nations attempt to throw the onus of violence on those who are protesting the system under which they live. But the onus is noton them, for violence is the near-monopoly of the state apparatus. Compared to the machinery of violence that the ruling class deploys, the violence of the protesters is like the pop of a toygun beside the explosion of a one-thousand-ton bomb. The best I can hope is that it will encourage others to make their own study so that we can all know more completely the enemy we are facing and challenging. I have attempted to trace as clearly and briefly as I can the nature of the capitalist and imperialist systems and the rising world class struggles against it - a bitter, life-and-death conflicts which is now only in its middle phase.
